No, it’s fixed in the middle. We love this chair. I’ve purchased 4 as gifts for new parents. The play bar is magnetic and removable. It’s perfect between the age of 3 months and 8 months.

Yes it folds flat. There are 2 buttons on the side that you push in and the chair part then is able to be pushed down flat for easy transportation and storage. It will fit just fine in the car. I was able to take mine lots of places.

Q: Does the blue toy bar snap into the gray portion of the tray or does it lift right out?

The blue toy bar snaps into the dark gray kidney bean shaped piece that is removable and sets in the light gray tray. So when you want to not have the toys on there the dark gray part pops out of the light gray tray. If your concerned about the toys coming off when baby is playing I have not had an issue with the toy part coming off the light gray tray when baby is playing pretty rough.
