I would assume if the wording is the same, probably it is the same thing. But I made sure I bought mine from the sold by "SAMSUNG" to make me feel better. Like many products on Amazon there are several sellers with several different prices. Therefore could be same thing but different sellar.

will this activate DeX on my Note10+?

If DeX is compatible with the Note 10+ and the laptop you are using, then yes. If the Note 10+ cannot support DeX, no. It is an adaptor to plug in multiple devices into one USB-C port
