It is 100% waterproof so yes it will work as long as it dries completely before adding water.

Q: where is tip spout extension? does it come with tube? spouts not included.

The tips should be included separately from the tubes.

Q: is it really clear? clear going on? does it stay clear regardless of temp or weather?

This video contains Kitchen & Bath clear, translucent and white color. But General Purpose is same. It's very clear. It's actually stronger than Kitchen & Bath under tough environment. Both are quite good. What I mean is that if you can't use it, then there is nothing you can use. Color won't change yellow under normal environment.
