Walmart has these on clearence. Is this size being phased out?

Not that I know of. It could be batteries going out of date. When I ordered from Amazon, they were in closed Rayovac cases. When I opened them, they were outdated. Sent them back and got another box. Same problem. Amazon had no way to know dates without opening cases.
