Q: Can this go over pebbles and other little things without a problem?

The wheels are not that large. It would be best for smooth surfaces but I have seen my daughter ride compacted sand, pea size pebbles and compacted dirt.

its 27" but large enough to look like 31". My daughter has size 10 shoe and its perfect. I shopped based on weight to make sure it wouldn't buckle on her riding it.

Q: How is it on paved roads and cracked sidewalks?

The wheels are fairly large and soft, so it should do wonderfully on both roads and cracked sidewalks. You are gonna want some different bearings, though.
