Q: Does the Twinkle color go on over for example red and it makes the red glittery red not silver, it’s clear glitter?

I haven't used it yet because I was disappointed and not what I was looking for. It is clear with the glitter in it and can go over any color nail polish I would think but I don't think it can change the color of an already existing glitter.

Q: If you don't use a base coat, do these stain your nails?

To remove stains, buff your nails or try soaking them in lemon juice. Soaking with lemon juice can also be used to remove any skin staining around the nail area.
