Usb port: I was wondering if i have a power bank to connect to the usb port, do I need to have another cord for it to work?

You have to connect a PowerBar to the existing cord provided for you in the inside of the bag you then take your phones charging cord and connect to the outside outlet to charge your phone

Is this water proof in heavy rain?

No if the rain is heavy the water will soak straight through my daughter's text books got damaged.

Does it come with the charging block?

Yes it did come with a charging block . But it didn't come with a power bank as promised.
