Q: Does this protect from motor oil leaks?

I doubt it will prevent oil from eventually running through it. It is porous to allow rain to pass through, but prevents small objects from falling into the drainage basin.

Q: The photo shows a rectangular cutout in the insert - will that not cause debris to fall through that cutout?

This product has 3 slits near the rim which are over flow slits. I am not positive why our photo shows this big hole- not sure if they were trying to show it had a slit or not, but the slit if definitely not that large. My guess is someone might have put the hole in this for some reason, maybe to run a hose or something. I just pulled one down from the shelf and looked it for you.
