No, not sturdy enough for rug hooking

Q: can you us plastic hoops with this ?

Yes - the clamps on each side of the wooden hoop can hold other size hoops. The arms on each side of the hoop can adjust inward to accommodate smaller sizes.

Q: Is the bottom plate of the hoop holder supposed to be threaded? My hoop isn't held tight because it's just a plain hole vs a threaded one?

So the holder is not to be threaded. This holder holds the hoop in the vice like attachment. Then you slide it under your leg and then you are free to work on your cross-stitch without having to hold it.
