Q: Will this work in the ocean for a 250lb adult?

I’ve had this at 250 and at 175. You are definitely submerged. It floats in the pool and a non wave ocean but you will be under water besides your head and shoulder. After one season they don’t hold air and you will have to reinflate weekly

I'm not sure of the weight limit, but it is for a very small person.

Q: Has anyone used to float down a river? How was your experience?

I lived a mile from the Sacramento River and floated regularly and I would not use this float. They seem too flimsy & I wouldn't buy them again. I preferred using a fishing float which holds up great in river with rocks, etc.

Q: My daughter is in a cast. She has a cover for it so she can get it wet but not submerge it in water. Would the arm rest keep it above the water?

Yes, the armrest on these floating chair will keep arms and hands above water once the person is settled into the chair and is floating. She should be able to keep her arm dry.
