Yes if mounted venting downwards.

Q: Can this be mounted with air expelling out sideways? Would rain water entry be protected of this was mounted like this.

This air vent is designed to vent downwards and has flap inside with foam seal to prevent back draft coming into the property when not venting the device internally. If mounted sideways there would be no guarantee which way the flap would rest closed if there was wind and rain passing a sideways mounted unit. In my opinion nt a good idea.
