Would this work for a one year old?

Yes as long as your child can sit up on a chair without side rails. I bought this for my 1 1/2 year old and he still uses it at now almost 3

Why is the pink paw patrol st $20 more?

The pink/purple item toys are always a tad bit more than the basic colored items like red/blue/yellow because apparently making a toy those colors (pink and purple) raises the prices. It is supposedly called the "pink tax."
