It's just a nice.cheap saw and it works just fine... what do you want for the price?.

Is this made of german steel? or in se asia?

I don't think so. The blades are really fragile.

Will this work for cutting/shaving away outer edges of rough stones like corundum and quartz and Sapphire?

I don't know why it couldn't I use it on cutting sheet metals. However I don't work in lapidary so I'm not sure.
