Can these be decorated, ex: as a DIY activity for a girls party?

Yes.. but they are somewhat delicate. If you were to spread them out to draw on, they may not fold back up nicely...not impossible....but maybe. We used them for a wedding so we no longer have them or I would check.

Can these be engraved on?

I wouldn’t. They feel pretty cheap. Used them at my wedding but they are thinner than a popsicle stick.

What kind of paper is used?

It's plain white paper. These are good quality fans. I bought them for my son's wedding. June, Ohio, 4:30, full on sunshine. Most of the women attending got one. Best idea.
