It's for the pair. These were great quality. I used them to make inside louvered doors for some storage closets.

Yes, two to a package. There were very well packaged, also.

Do they come pre-drilled for screws?

No. You can screw them anywhere you want to along the outside. It's just soft wood so screwing into/through it is simple. You might want to drill a smaller pilot hole wherever you plan on attaching the shutter

What is the height or length of the shutters? I need a pair approximately 75" x 15" each.

we had to contact them, and we ordered 51" i believe -- not sure if they could do 75", as that is a very narrow and long shutter, but you can contact them and ask.
