Would these be everything I would need to put my trucks to my board? Or are spacers necessary?

spacers (or risers) help with warping of the wood under where the trucks mount. they also help apply even and cushioned pressure. this is all the hardware you will need to mount your trucks to your board. i would recommend skating without any risers, and try them after you get a feel for your board. i personally like them.

Can i use this for my wheels?

No these are for mounting your trucks. Then you put your wheels on the trucks.
