Q: what does this do on my motorcycle?

well, it put's the tension on the balancer chain/Doohickey, it is a more elegant / better solution to the stock spring giving you more adjustment range then the stock, I put it on my 2003 KLR 650 with 18000 mil. and it was not a mile to late, the old spring was already broken, one pice was dangling around and the other luckily drained out while changing oil, NO DAMAGE was done. I guess the way of thinking here is that if it (torsion spring) was to fail the larger rings will stay in place as to compared to the stock springs possible two pice disaster were pieces get ground up destroying your engine. Money well spend !

Q: does it come with a doohickey

If I remember correctly it does not. It's just the spring to replace the standard spring if you have already done the doohickey
