Can this charge a power bank (like the ravpower portable charger 26800mah (2.4a input, ismart 2.0 usb power pack) )?

I don’t see why it wouldn’t. While I haven’t used this with a ravpower, I use it with two different Anker portable chargers and one Limefuel and they all charge perfectly from the solar charger.

Will this continue to produce if part of the device is shaded or covered?

If part is shaded or covered then it will work, but not with the same efficiency. If it is completely covered then it will not charge.

Why can’t the better quality ones put a 12v dc out!?! why limit to only charging usb devices? the heap chinese ones on ebay have them but not quality

Not many people would PAY for what it would cost to build a 12v setup with quality parts. In order for there to be a public supply - there must be a public demand big enough to pay for the costs associated in bringing a new product to a shelf near you.

I see the one complaint is the cord isn't I Phone compatible, yet the description says it is compatitble with I phones - what's up?

The charging cable that comes with the iPhone plugs right into the USB port on the solar charger. No adapters or anything are necessary. The solar charger is absolutely compatible with iPhones. The cable that come included with the solar charger is only micro USB, but you can use any of your original cables that came with your phone.
