Being a constant draw will it draw the car battery down much?

I have not seen this in my car. The battery voltage stays right around 12.3 VDC when not running. On my Truck however, everything is shut off after 10 min no matter what. No outlets are hot after that time. Its really only when charging that there is a draw.

Will the qc usb-a charge older iphone 7 and Bluetooth ear devices that are not rapid charge?

It does work great with iphone 7 and ear devices. or other any older and new electronic phones or tablets.

can this be used to power a car camera as well as charge a phone?

Once the car camera uses an adapter to charge it then yes, remember the car charger doesn't only use type C.
