I can't imagine they would. They are a plastic ring with some holes for the water to enter to help it sink, and there is some sort of weight embedded inside the ring to have one end sink down in the water but I don't think it's steel that would rust. I've only had them for a few weeks but I don't notice any signs of rust. :) Kids love em.

whats the shipping size?

The box wasn't as big as I thought because you fit two pieces of the ring together. Sorry but I can't remember the exact size two months later. Maybe figure 1/2 the diameter but two more inches to each side.

These are not staying underwater at all...is there something I should be doing? The rings stay under for about 30 seconds then lay flat on top

I haven't had that problem. The foam part of the ring should be at the top when it is in the water. We submerge ours and hold them there for a minute
