Q: can this be used submerged in water, like in a fish tank?

It may be too late for this answer, but I've used it to clean our water fountain. It is definitely submerged when I do that!

No, cheaper to purchase a new one. Check ur batteries first as mine went dead and scrubber wouldnt turn on

Q: how do you change the batteries and how do you open it

The batteries are AA and easy to change - the base of the unit just comes off when you squeeze the two buttons on base of the unit. Hope this helps.
