No and mine arrived damaged I think because of not being in a box

is this filter good to use with synthetic oil

I use this filter with synthetic oil in 2015 Corvette. It is the factory filter for this car which came delivered with synthetic oil.

Convert acdelco oil filter pf64 to fram?

I wouldn't recommend using a Fram filter. A Wix would be a suitable replacement if not a better filter than this filter. This filter is of good quality for the price point.

What is the difference with this one and GM 19419226 filter my dealer installed? Why the different numbers?

I used to work parts for a Chevy dealer. The PF64 is just a shortcut number. The long 8 digit number is the number used in their parts catalog. GM has been known to change the long number several times over just a few years but the part and short cut number like PF64 stay the same. If you look up GM oil filters online they will usually give you the short cut number.
