No, not really. In the container there is a "tea bag like" pouch of herbs, etc. Underneath this pouch and on the bottom of the container is a very small amount of a Vicks-like gel/ointment. But it is not enough to use like Vicks. Because of its similarity to Vicks, I would recommend buying Vicks or Mentholatum ointment/rub.
