Q: Is the metal ring stainless?

Yes, it is made of stainless steel.

Q: Are the pre drilled holes compatible with similar switches so i can use existing holes on the deck?

Mine were not, although it was not a big issue for me because the new holes were far enough away to securely hold and I could seal and cover the old ones with the new switch.

Q: Can you actuate the switch with your finger without lifting the cover? And also, can you reorient the label?

No, it's a hard cover so you'll need to lift the lid. You may be able to reposition the label disk, probably by heating it or something else to loosen the glue without damaging the label.

Q: what is the outside diameter of the stainless ring on this switch?

The outside diameter is 3 inches.
