Can you store mugs in it?

A mug that is 4"high, 3 1/4" in diameter, with a handle sticking out 1 1/2" will fit perfect (I am referencing a Longaberger mug). Anything larger will not fit. I hope this helps.

Can you move the china in these padded containers?

We moved china and crystal in padded containers that were thinner than these and had no problem. I would still treat them gently or put them in a solid cardboard box before any serious house-type move. Hope this helps.

Does this work well for both the cups and saucers?

No. I used part of the storage area by bending the dividers for a larger space. I didn't need all 12 cup spaces. If you need all 12 you could buy a saucer storage. This storage worked well for for a move to another state. No breakage!
