Sorry, I don't know where they are made. They fit the specs for what I needed to package my Scentsy gifts and I ordered them. I love them.

Q: Would these bags work for packaging hot chocolate bombs?

Homemade hot chocolate bombs should fit no problem. Purchased bombs that are boxed might need to be removed from their box to fit due to the gusseted bottom - which is 2 inches deep and 4 1/4 inches long. Hope that helps & good luck!!
