You need to buy the cleats separately. Shoes DO NOT come ready to ride.

Q: When wearing, shouldn't the straps reach across? When I tried them on the straps barely touched the velcro.

Yes, it sounds like they are too narrow in the width.

Q: What cleats fit these shoes?

I bought these - - Wellgo Shimano SPD Compatible Cleat Set.

Q: Can you walk around in these shoes?

Yes, within reason. It's not really an issue for short walks, but they're certainly not meant for any real distance. The clips are on the balls of your feet, so quick pre- and post-ride walking around is fine, but I'd certainly have another pair of shoes for anything else.
