No definitely not. Do not buy for the Inspire, it doesn’t fit.

I believe it is. It stays connected to my short or waist very well

When clipped to belt, can the notification vibration still be felt?

I actually bought this for my husband to use. He says that if it's on his belt loop he can't feel the vibration, but if it's hooked on his pocket (closer to the inside of his leg) then he can feel the notification vibration most of the time.

where do you clip it to be able to detect your heart rate?

I don't think clip works for that application.
