Thank you for your question, the difference between two brush is the length of bristle ( 4 inch vs 3 inch length )

Yes, the bristles are very soft and will not harm the cleaning surface. The bristle is 9" and the space between handle and brush is 3".

No metal - brush is all plastic.

Q: Will this clean brake dust dry without water?

Brake dust is abrasive. Any cleaning without soap and water attempted even with this brush (which, BTW, does not have soft bristles) will likely scratch the finish.
