What keeps the key closed? Just the cable going through it?

You are correct - the cable going through the metal ring keeps the jaws closed. When you push the ring into the base/housing, it opens the jaws. When you pull the ring out of the base/housing, then the jaws will close. When the cable is run through the ring, you are unable to push the ring into the base/housing. Does the cleat (the piece that gets screwed into the fin) come with the jaw key?

No key, the cable hold the jaw closed around the ring

Will it work on a hobbie kayak?

The lock is designed specifically to close down on the captured rod at the back of a surfboard that holds the leash. Unless the kayak has something equivalent to this rod, it it not likely to work.
