Do these come in different sizes or colors?

Currently only black and the size is adjustable to fit most adult necks.

Does the manufacturer plan on making different colors or maybe some with floral designs? I would buy for wife to use if it wasn't black.

Sorry, currently only black and the manufacturer has no plans to make other colors.

What is the smallest length on it?

The minimum length is about 13.5 inches.

These are about 1” too big for me, any chance of making them a tad smaller?

Sorry, currently only black and the manufacturer has no plans to make other colors.
