Baby loves this - he's a little younger than the target age range so he doesn't quite get the top hole yet but he likes to grab the ball and toss it into the tub, which keeps him busy during bath time! Multiple uses
My 21 month old son didn't play with this much at first in the bath. But I used it as a great way to gently rinse his hair. Lately though, he has really taken a liking to it. In fact every time I pick it up to rinse his hair, he takes it away from me to play with it. He loves filling it up then holding it high in the air to let the water flow out. A simple toy, but the round ball design is unique. I bought one for my niece for Christmas who is about 18 months old, I hope she likes it.

Something different for the tub!
I got this for my 1 year old son. He's not too impressed, but I think he will really like it as he gets older and starts to figure out how things work. I, on the other hand, have a lot of fun with this bath toy. There's a lot that you can do with it-make it rain on and off, watch the air bubbles come out when submerged, squeeze it and make a fountain from under the surface. I have not had any problem with mildew so far and will update if that changes.
