Q: Is the 32" limit the total size of the board or the cut area?

The cutting board itself is 35 inches long. 32 inches is the maximum matboard dimension that will fit in the mat cutter. If you start with a piece of 32" x 40" matboard, the short side will fit in the mat cutter, the long side will not. Hope this helps.

Q: Approximately how many cuts will you get from one blade before you need to throw it away?

I've made five mattes so far with one blade, that's a total of estimated 35-40 slices of varying lengths. Starting to feel harder, slower. I'm working on standard thickness matboard. This means I have 4 blades left that came with machine. I have read that nitpicky owners just change the blade every other frame project.

Q: Can this be used to cut 3/16 inch foam board? I need something like this (self guiding blade as opposed to a separate blade) that can cut foam board.

Yes, the blade should be long enough. Take your time and don't let the foam board move around.

Q: Does the cutter cut 45 degrees angle?

It has two separate blade cutters. One for straight cut (like outside mat edges) and one for angled cuts to make beveled edges for the inside mat opening that frames a picture. I assume it's a 45 degree angle for that.
