Yes, that's exactly what it means. The 20-25 is actually the surface area in mm that have contact with the road. A 20mm tire is 3mm thinner(if u will) than a 23.

Are the stems smooth or threaded?

I think it depends on the stem length and if it is a light race tube. I use the light race 80 mm tubes they are smooth. But if you go to the Continental web site they have a chart on tubes.

Can I use this on my 60mm wheels?

I’m guessing you mean 60mm deep dish ? If so then the 80mm valve should be sufficient for your needs. You could also buy a valve extender that you move from tube to tube as you require

Are the stems smooth?

They are smooth and hard to get my pump to stay on. I hate them.
