what is the difference between a 1 L key and 2 L key or 3 L key set?

At least between the "1 L-Key" and "2 L-Key" sets, on Wera's website the part list for both seem to be exactly the same, except for the pouch. It SEEMS that the 1, 2, and 3 do not refer to a quantity, but an identifier for the various sets of each. Looking in their catalog, there are some that go as high as 7. So I think the number part of the the name more refers to "Multicolour Imperial 2", as opposed to "2 L-Key".
