Are the stainless rods solid?

the rods are very rigid and feel like they are solid, Franke can most likely answer that for sure

will this fit over the Franke 33" single basin farm sink? back to front - not width of 33"

I'm not sure, but I use it across the top of my Kohler cast iron drop in sink. The rubber edge sits on the sink lip. I Love it! I have a small kitchen and it works like a charm to add additional counter space.
