YMMV **Q: Is the use of foobar2000 compulsory or not?** A: Thoroughly compulsary. **Q: does this have 120 ohm impedance level? and 1/4 inch port and will connect to hp computer with a usb port?** A: This can power 600 ohm headphones with a lower volume cap so 120 ohms will be no problem. Would be 5 stars but it is UAC2.0, therefore it will not work with a PS4 or PS5 due to those platforms only accepting a UAC 1.0 device.
