Q: can you use directly on skin?

You can use it directly on the skin. It is designed to stick to itself not to skin or hair. Some users like to use a pre-wrap underneath the tape but it's personal preference.

Q: need to tape heels for plantar fasciitis & needs to stay on for 2 days + withstand water (swimming/showers)--can this do that?

No way. This is the least sticky tape I have ever come across. It didn't even stick to itself for an 8 hour work day in dry conditions.
