There appear to be grommets on the outside. Does it come with bungee cords to hang stuff? Can I weave in some?

Well from the picture it does look like grommets. However, its just decorative. It does not come with bungee cords. It is a well made backpack. Plenty of storage and compartments

Is this to large to put under an airplane seat

Well if you pack it full then yes it will be to large. However, if you leave a little room in order to slightly press it down then it will be fine.

This says for "men." Is there a reason why it would not be appropriate for a woman?

Since I bought it for myself and I’m a woman I would say it is perfect!
