Are the bristles soft and pliable ?

Yes. Too soft. It's for a baby. I am disappointed the first time using it. I do not feel the bristles on my scalp

It does not dispense anything. It is just a massage tool. You could apply shampoo on your own and then use this to massage it in, but it is not a dispenser.
