Can photos be viewed as a slideshow off SD card, also is there a facility to change timings between photos?

Can this tv/monitor be left outdoors? i'm looking for a small tv/monitor to stay outside (in the damp, wet, cold)

Probably not but I only used it outside in the good weather and brought it in every evening and when it looked like it was going to rain. Sorry I can't be of more help.

Does this TV have a programme list feature, not just a channel list?

From EPG page 1 scroll up to dark blue "programme guide" and press right arrow on remote. Display band changes to BBC1. Press right arrow to go up channel numbers, and left arrow to go down. Additionally, using the 'info' page usefully confirms date and time of selected programme as well as giving brief description.
