Q: Can i put this below the bricks of an oven as insulation?

I understand your question, you're probably concerned that the HARD non insulatory fire brick might become to hot on whatever your forge is sitting on, (or you just want to capture and hold the heat from the heat source and bottom firebrick acting as a heatsink) No difference that when you go camping, you don't sleep on bare dirt, but on insulation like a sleeping bag mat. -But there's lots of factors like what properties does your forge floor have to begin with. Caesar gave you good info, let me just add to what he said about the insulation board being brittle, he's correct, my forge sits on a 24" x 12" inch insulating board, with a sheet metal cover over the insulation board, this is to protect the forge from chafing against the softer insulation board, both the board and sheet metal cover are firmly mechanically connected to the forge stand, no damage can happen and I hold more heat tover not using an insulating base.

Q: If I cut off a piece, could I lay a stick of Japanese incense on it so the incense burns all the way?

Probably, is got a semi rough surface so it should allow it to burn and the temp wont hurt it but it's not aesthetically pleasing or durable for handling daily

Q: Would this work as an annealing surface using a propane torch?

I wouldn't suggest it. It would work but It's very soft and brittle so it might not last long. It could work well if using a carbon plate on top of this to limit wear.
