Q: When I set the timer to 10 hours does the green indicator light keep flashing? Or does the flashing light mean the timer's not set?

Flashing means its working properly.

Q: once the 12 hours are up and it cuts off, does it come back on in 12 hours? I am heading out of town soon and want to make sure.

After the power supply is restored, the default time of the light will change to 6 am, other settings remain unchanged, and then continue to run.
