Q: What are the dimensions of the cover (not the package)?

Dimensions of the actual wall plate are: 3-3/16" Wide x 5" High x 0.25" Thick. The back of the wall plate is recessed such that there is about 1/16" thickness in the area that is outlined by the decora-size rectangle that masks the underlying receptacles. The other portion of the wall plate is thicker. There is a 3/32" rim around all 4 sides of the back and about 5/32" deep at the minimum from the plane of the contact of the wall (this allows some protrusion of the receptacle box).

Seems like something is wrong. Your math would have to be really bad to buy the 4 pack or 5 pack at those prices.

Q: Great idea but what to do to keep it from clicking so loudly when flipping up and down?

You could try putting some sound insulating material on the toggle inside the cover. It could be a small bit of foam material or cloth, or child's play putty. I haven't tried this, but you can use your imagination. I also thought about using a rubber band wrapped around the toggle.
