If it is full it is too big for a carry on.

Q: Has anyone used this bag as a carry on?

It could be used for a carry-on, but what are you putting in it? It is large and with a full set of gear in my opinion too large for carry-on. I used it to carry my gear while on a cruise during shore excursions. It got real heavy after awhile. The should straps work, but not very comfortable. Really need something with wheels. Moving forward a nice dry bag, but really not a good carry-on bag.
