Does this come with wheels?

no. Given the weight, wheels would be a bad idea. IT is on adjustable feet and you can slide it to position.

Is this lathe available without the legs for a cheaper price?

I don’t think so. It’s pretty big to be mounting on a bench.

Does the headstock rotate as well as slide

The newest 1640 models do not rotate. JET discontinued that feature.

Does the headstock rotate to allow larger turnings? I have seen yes and no answers to this question. Can you do larger than 16 linch turnings?

The head stock doesn't rotate to turn larger bowls. You need to get the bed extension and put it on the lower location. Then you can slide your head stock to the end and turn your larger bowl. Good Luck
