Yes, this is only a drill and tap for a 1/4- 28 fine thread hole. To buy a helicoil to go with this the outer diameter would be 1/4-28 fine thread by whatever thread you're looking for inside that would be smaller like #10-32 or #8-32 for example.

Q: Will this work on a stripped bolt on my engine to rethread it?

Not Sure. What size was the bolt in the first place? Normally threads strip out your need to drill and tap a bigger size then what you first had. Also most bolts on cars are not this thread pitch. This is the same thread pitch as an Aero Lower set screw. Which is the same a the grip screw thread pitch

Q: can this be used for the installation of 1/4-28 grease zerk fittings?

Yes this tap can be used. The restriction for the use depends on that the location is and what you are object is . If the hole is shallow on the underside you will need a flat bottom tap. If there is no restriction on the underside any tap of the proper size will work. The difference is the pointed on the end of the tap. A flat bottom tap is harder ro start and line up. It has a less starter teeth. A tapered or pointed type tap is easier to start and is easier to align can keep straight. The main thing is to take your time and keep everything straight. I would suggest going on Youtube and watch some videos on tapping.
