Will it work with Samsung Galaxy Note 8.0 GT-N5100 16GB 3G International Version?

I'm not sure. Go to the link below for the accessories for the GT-N5110. I shows the same HDMI adapter that I got for my Samsung Galaxy Tab 4.It probably would work. http://www.samsung.com/us/mobile/galaxy-tab/GT-N5110NKYXAR-accessoriesET-H10FAUWEGUJPete

Will it work with samsung galaxy tab s 10.5" tablet sm-t800ntsaxar- (16gb, wifi, titanium bronze) 32gb?

I have Samsung Galaxy Tab 3, 10.1 inch 16GB and it works fine for me. Don't know about the newer 10.5" tablet. It is a Samsung so I think it will work fine.

does it come with a power cord too? does it need one to have the tablet charging at the same time?

It Doesn't come with a power cord. No you don't need a separate power cord. However it's only compatible with samsung products.
