Is this supposed to have a safety seal on the tip? Mine did not and a small amount of product had leaked out.

It has a little shimmer. It blends well. It will not clog pores.

Is this blush noncomedogenic?

I do not tend to have a big problem with clogged pores, but I find this blush fairly light. I also wear it over just moisturizer or BB cream, not over any type of foundation makeup.
