I use saffron to make saffron rice. I use 1/2 gram for 1 cup of rice and a full gram for 2 cups of rice. You can get saffron rice recipes online. Most recipes use a lot less saffron than I do. Saffron usually costs $6-8 per gram. I also use it to make saffron chicken. Find a recipe online.

Sadly, not likely. Almost all spices will degrade over time and most will lose their 'punch' in a year or less.
